Download a tiny portable tool called FAT32 Format (GUI version, often called guiformat.exe by Ridgecrop Consultants).
Steps:
Close File Explorer.
Run guiformat.exe as Administrator.
Select your drive letter (MAKE SURE IT'S YOUR USB, DON'T ERASE YOUR C: DRIVE).
Leave allocation unit size on Default, type a volume label.
Check "Quick Format" and hit Start.
It bypasses Windows' artificial limit and finishes in literally 3 seconds.
