PLEASE HELP! How to format a 128GB flash drive to FAT32?

Guys, I'm losing my mind here. I bought a brand new SanDisk 128GB USB stick because my car’s dashcam (and my old retro console) strictly requires FAT32.

I plugged it into my Windows 11 PC, right-clicked -> Format, and... FAT32 isn't even an option?! It only shows NTFS and exFAT. I tried using cmd with format /FS:FAT32 X:, left it running, and after literally AN HOUR it just spat out The volume is too big for FAT32 and quit.

I need this drive working by tomorrow morning for a road trip. Why is Windows doing this to me? Is the flash drive dead? Did I waste $20? Please tell me there’s a quick fix that doesn't involve installing linux or repartitioning my main drive

The 32GB limit you are hitting is an artificial software barrier introduced back in Windows NT 4.0 / Windows 98 by Microsoft engineer Dave Plummer. It was meant to be a temporary restriction during format operations to encourage users to adopt NTFS, but the hardcoded limitation in format.com and the GUI shell was simply never removed.

That is why the native format command fails on your 128GB drive after trying to process all cluster allocations.

Close File Explorer.

Leave allocation unit size on Default, type a volume label.

Open Rufus.

Select your 128GB USB under Device.

Set Boot selection to Non-bootable.

Set File system to Large FAT32 (or FAT32).

Click START.

Done in 5 seconds. Used this on hundreds of dashcams and retro consoles (RG35XX, Steam Deck SD cards, etc.). Works every time.

Format a 128GB partition with FAT32 using default 32KB clusters, and you're wasting massive amounts of space due to slack space (internal fragmentation) if you store small files. Plus, FAT32 lacks journaling, has no file-level permissions, and has a hard 4GB single file size limit (0xFFFFFFFF bytes minus 1).

If OP's dashcam records 1080p/4K split video files larger than 4GB, FAT32 will corrupt the file writing process instantly. exFAT was literally engineered to solve this exact legacy bloat.

You don't need third-party tools. You can force Windows to do it natively in seconds via PowerShell using storage cmdlets, or via diskpart if you shrink the partition to 32GB.

hnju At least Rufus checks disk geometry before writing the MBR/GPT. Just keep in mind: if your dashcam continuously writes continuous video streams to a 128GB FAT32 volume, expect elevated flash memory wear and higher probability of dirty bit corruption on improper shutdown compared to exFAT.
